Duties and Responsibilities
- Oversee implementation and compliance with county policies and regulations relating to revenue collection
- Ensure that the designed systems of collecting revenues is efficient, effective and secure
- Ensure that all the expected revenues are timely collected, receipted and Schedule of all revenue sources maintained
- Ensure that Demand notices are timely issued and ensure compliance
- Ensure that periodic surveys are undertaken to determine feasibility in revenue collection
- Ensure that surprise inspection at points of revenue collections are carried out
- Identify, expand and manage all revenue streams to ensure all revenues are collected and properly recorded and reported
- Ensuring compliance with the values and principles as outlined in article 10 of the constitution and the Public Finance Management, Act 2012
- Develop a plan to create, demand and achieve revenue growth in the county.
- Ensure accurate revenue analysis are performed and advice the Chief Officer – Revenue Management
- Set up an effective mechanism for monitoring and ensuring revenue system integrity and security
- Providing advisory services to the management and other stakeholders on all revenue financial matters in the County.
- Supervision, training, development and deployment of Revenue staff.
- Any other function allocated by Chief Officer Revenue Management
Requirements for appointment
- Served in the grade of Deputy Director for a minimum period of three (3) years.
- Demonstrated working experience of at least 15 years in the public service.
- Holder of Bachelor’s degree in any of the following disciplines: Business Administration, Commerce, Economics, Business Management, Finance or equivalent qualification from a recognized institution.
- Master’s degree in any of the following disciplines: Business Administration, Commerce, Finance, Economics, or in a financial related discipline from a recognized institution.
- Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks or equivalent qualification from a recognized institution.
- Member of Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body and in good standing
- Experience in public sector accounting and financial reporting.
- Be conversant with Public Finance Management Act, 2012
- Creative and innovative, technical problem solving, transformative and resource management skills;
- Integrity and commitment to produce results with ability to work under minimum supervision;
- Ability to get on well with the diverse workforce and Good communication and Analytical skills
