Public Service Cabinet Secretary Justin Muturi has continued to fulfill his ministerial duties despite his absence from Tuesday’s Cabinet meeting, which was chaired by President William Ruto at the Kakamega State Lodge.
Muturi’s no-show followed his outspoken criticism of the government over the recent wave of abductions, including the kidnapping of his own son.
On Friday, Muturi made a public appearance at the Kenya School of Government in Mombasa, where he officially closed the 2nd Annual Huduma Centre Managers’ Conference.
He commended the 57 Huduma Centre Managers from across the country for their dedication to bringing essential services closer to the people.
In his address, Muturi highlighted his ministry’s commitment to enhancing service delivery by securing additional support to expand outreach efforts. He emphasized the importance of the Huduma Kenya Universal Agent initiative, which aims to provide comprehensive services at every Huduma Centre to effectively meet citizens’ needs.

He further urged all government Ministries, Departments, and Agencies to integrate their services into the Huduma Kenya platform to ensure efficient, dignified, and customer-centered public service delivery.
Images from Tuesday’s Cabinet session showed Muturi’s absence as President Ruto met with his other 22 Cabinet Secretaries.
His absence is believed to stem from his ongoing standoff with the State, as he continues to demand answers regarding his son’s abduction in June 2024.
Muturi previously expressed his frustration in a controversial press conference on January 12, 2025, where he revealed the turmoil his family endured following his son’s disappearance.
He stated that despite his efforts, he had received no explanation as to why his son was abducted and held incommunicado.
Following these revelations, Muturi was summoned by the Directorate of Criminal Investigations (DCI) to record a statement about the abduction.
In a public disclosure afterward, he accused the National Intelligence Service (NIS) of orchestrating the kidnapping and claimed that his son, Leslie Muturi, was only released after President Ruto intervened.
In a statement to the police recorded on January 14, 2025, Muturi detailed the events of June 22, 2024, when Leslie was abducted by armed hooded gangsters along Dennis Pritt Road.
Leslie was reportedly in the company of Embakasi West MP Mark Mwenje and Marangu Imanyara at Alfajiri Lounge before heading to a birthday party in Lavington. On their way, armed men allegedly forced him into a Prado and drove away.
Muturi recounted how he contacted then Inspector General of Police Japhet Koome and Interior Principal Secretary Raymond Omollo, who promised to investigate.
However, his attempts to reach DCI boss Mohammed Amin and NIS Director General Noordin Haji were unsuccessful, as his calls went unanswered. Frustrated by the lack of response, Muturi visited State House personally to seek President Ruto’s intervention.
He narrated that during their conversation, the President jokingly questioned why anyone would arrest a young person over the Gen Z demonstrations, mentioning similar incidents involving other officials’ children.
Muturi claimed that while standing outside the pavilion, he overheard the President asking Haji if he was holding Leslie. Haji confirmed the detention, prompting Ruto to order his immediate release, which occurred within an hour.
Muturi’s revelations have sparked criticism from some of the President’s allies, with some calling for his resignation or threatening impeachment.
Despite the mounting pressure, Muturi remains defiant, asserting that he is above threats and will continue to discharge his duties without fear.
